В статье анализируется ведомственная целевая программа «Развитие архивного дела в Новосибирской области на 2017-2022 годы» как один из инструментов программно-целевого метода бюджетного планирования в Новосибирской области. При этом ставится задача выявить уровень корреляции между программой и концепцией развития архивного дела в Российской Федерации и проектом концепции развития архивного дела в Новосибирской области. Проводится сопоставительный анализ целей и задач концепции развития архивного дела в Российской Федерации и проекта концепции развития архивного дела в Новосибирской области. По мнению автора, для достижения поставленных в нормативных документах целей и задач необходимо определить степень их обеспеченности финансовыми ресурсами, что позволит в дальнейшем оценить достигнутые результаты с точки зрения эффективности затрат и качества изменений.
The article analyzes the targeted departmental program ‘Development of archival business in Novosibirsk Region for 2017-2022’ as one of the tools of the program-target method of budget planning in Novosibirsk region. The aim is to determine the level of correlation between the programme and the concept for the development of archival science in the Russian Federation and the draft concept for the development of archival science in the Novosibirsk region. A comparative analysis of the goals and objectives of the concept for the development of archival science in the Russian Federation and the draft concept for the development of archival science in the Novosibirsk region is conducted. In the view of the author, in order to achieve the goals and objectives set out in the normative documents, it is necessary to determine the extent to which they are provided with financial resources, so that the results achieved can be further assessed in terms of cost-effectiveness and quality of change.
