Большая часть малых городов России, составляющих основу сельских территорий страны, весь постсоветский период находится в состоянии депрессии и депопуляции. Причиной этого является комплекс проблем, прежде всего несовершенство федерального законодательства, регулирующего условия функционирования органов местного самоуправления. Его внешним проявлением является хронический дефицит финансовых ресурсов, выделяемых для развития малых городов и окружающих их сельских территорий, а также низкий профессиональный уровень управления в местных органах власти. Проведенный в работе анализ показывает, что существует целый ряд резервов роста эффективности местного самоуправления, способных повысить финансовую обеспеченность местных сообществ и ослабить действие депрессивных факторов, а в некоторых случаях, возможно, обеспечить условия для развития инфраструктуры даже в существующих обстоятельствах.

The analysis carried out in the work shows that there are a number of reserves for increasing the effectiveness of local self-government, which can increase the financial security of local communities, and weaken the effect of depressive factors, and in some cases, perhaps, provide conditions for infrastructure development. even in the existing conditions.
