РОЛЬ МОЛОДЕЖНОЙ ПОЛИТИКИ В СТАБИЛИЗАЦИИ ПОЛИТИЧЕСКИХ РЕЖИМОВ

В данной статье предлагаются подходы к управлению политической стабильностью государства посредством использования характера и направления взаимосвязей между молодежной политикой и различными типами политических режимов. Под молодежной политикой понимается система мер государства, направленная на поддержание и развитие молодежи. В этой связи в целях измерения молодежной политики был взят Индекс развития молодежи (The Commonwealth Youth Development Index 2013/ Global Youth Development Index 2016) 2013, 2016 гг. Под политической стабильностью понимаются изменения в политической системе, которые измеряются посредством индикаторов политической нестабильности, в частности таких, как политические убийства, политические забастовки, повстанческие действия, правительственные кризисы, чистки (репрессии), массовые беспорядки, революции и антиправительственные демонстрации. Для измерения стабильности используются данные The Cross National Time Series (CNTS). Для разделения государств по типам политических режимов использованы показатели Polity IV, в частности чистые демократии, гибридные демократии и автократии. В целом в выборку вошли 153 государства. В данном исследовании был проведен анализ роли влияния молодежной политики на стабильность разных политических режимов. Анализ показал, что между молодежной политикой и уровнем стабильности в различных политических режимах существует нелинейная связь.
