Abstract
The article presents author’s interpretation of certain aspects of the digitalization of the economy and management activities in the organization. A modern understanding of essence, structure of business transformation, evolving influence of digitalization on changes in business models of managing and managing production teams in the context of digitalization is considered. The study of these aspects was carried out in the paradigm of the theory of changes, the main attention was paid to identifying sustainable trends in a changing managerial environment.

Abstract
Thanks to a large-scale campaign to increase the financial literacy of Russian citizens, financial pyramids began to seem like ghosts from the past, but in 2019 in Russia a significant number of financial pyramids were recorded. Financial literacy protects citizens from the so-called economic methods of involvement in dubious money enterprises. To a lesser extent, the layman is protected from psychological and sociological methods of influence. Psychology implies managing a person with controversial methods. Sociology offers the so-called crowd effect as an explanation of the phenomenon of mass insanity. This work classifies typical methods of attracting investors to the Russian financial pyramids, for which purpose a combined model of influence on citizens, including economic, psychological and sociological methods, is constructed. Based on this model, a typology of investors is proposed taking into account the methods of their involvement.

Abstract
The development and support of entrepreneurship is a key factor in improving the social and economic level of the population. According to studies organized by PricewaterhouseCoopers (PwC) in Russia and conducted by the National Agency for Financial Studies (NAFI), the conditions for doing business in Russia have changed over 30 years, so it is necessary to look for innovative ways to grow further in light of these changes. In the Irkutsk region, stimulating innovation in the development of small and medium-sized enterprises through the union of all regional organizations created to support entrepreneurs enables more effective targeted support of small enterprises. The developed regional support programs for small and medium-sized businesses will allow entrepreneurs to offer 180 options for helping businesses. Social investments of large corporations in the Irkutsk region are aimed at increasing the level of social and business activity and the development of social business. Innovative technologies in the development of the tourism business are identified as priority. The main investment technology for the development of tourism is represented by the Tourism and Recreational Cluster (TRC) ‘Gate of Baikal’. The use of innovations and state support in the development of small business, the unique location of the Irkutsk region leads to an increase in the level and quality of life of the population.

Abstract
One of the modern forms of cooperation between enterprises is industrial and territorial clusters. Researchers in the development of industrial cooperation processes and cluster projects highlight a number of problems, among which there are problems associated with the development of international cooperation, support for industrial cooperation at the state and regions of the state levels, the formation and implementation of joint projects, as well as the quality of labor resources. Today, an actual rejection of the systemic cluster policy in all directions is demonstrated, which is confirmed by the curtailment of direct support for industrial cluster projects, as well as the refusal to support regional cluster development centers. The main reason for this reversal seems to be the insufficiency of the cooperative component of domestic clusters.

Abstract
For five years now, the Eurasian Economic Union (EAEU) has been operating in practice as an international organization whose main task is the fullfledged multilateral economic integration of the participating countries in order to improve the living standards of their population. Originating from previous agreements of the mid-crisis 90-s of the last century of the Customs Union, the Eurasian Economic Community, the EAEU is effective if equal partnership prevails over unfair competition. The article discusses the relationship of these components in the work of the EAEU and its organizations-predecessors and structures. The problem raised by the author of the article is relevant in the context of assessing the prospects and viability of the EAEU, the possibility of expansion due to new countries wishing to become partners of the Union, the effectiveness of interaction and healthy competition with other world economic communities.

Abstract
The article analyzes the trend of deterioration of the investment climate in Russia, which manifests itself in the low growth rates of the Russian economy, a decrease in the flow of foreign direct investment in the country, and a constant outflow of capital abroad. The aim of the study was to analyze the systemic causes of this phenomenon. In the course of solving the posed problem, the key factors of reducing the investment attractiveness of the Russian economy were determined by the state's tight monetary policy, tax rates, high regulatory burden on business, intensity and unpredictability of changes in the regulatory framework, and low efficiency of the judicial system. On the example of a special state investment policy pursued in the Far Eastern Federal District, the positive impact on the investment climate of measures to reduce the effects of these factors was shown. The above recommendations can be used by authorities to improve the investment conditions of enterprises at the local, regional and federal levels.

Abstract
The article is devoted to the issues of building innovative potential that ensures the economic growth of the Republic of Uzbekistan. Based on statistical data, the article discusses the factors stimulating the introduction of effective mechanisms for managing innovative activities at the enterprises of the furniture industry of the republic. The author shows the difference between the regions in the process of introducing innovations, analyzes the dynamics of innovative changes from 2012 to 2018. Using the example of the FAYZ Holding company, it analyzes the effectiveness of innovation management, identifies the most effective mechanisms that ensure the growth of economic indicators. It is concluded that a special role in the development of the innovative potential of the enterprise is played by the attraction of investments and the use of new, more economical methods of production.

Abstract
The results of a study of the effectiveness of intersectoral interactions in the agri-food complex are presented. Particular attention is paid to the factors of interindustry balance, changes in interindustry proportions of exchange, and the dynamics of intermediate consumption. The results of the analysis of the interindustry structure of the participation of the stages of food chains in the production of value added are shown. An assessment is given of the possibilities of including industries and enterprises of the complex in global value chains and the necessity of ensuring national control of their priority links is substantiated. The proposals on the development of the mechanism of state support in the context of growing integration dependence are contained.

Abstract
This paper explores the relationship between the accumulation of human capital in the regions of Russia and the volume of foreign direct investment, as well as the volume of domestic investment in fixed capital. This topic is little studied in Russian economic literature, although it is actively discussed by modern economists in other countries. The hypothesis about the existence of a positive relationship between the accumulation of physical and human capital in the Russian economy is tested. The apparatus of production functions, correlation and regression analysis are used to statistically check the degree of influence of human capital on the intensity of investments, both domestic and foreign. To measure human capital, both natural and monetary measures were used. The presence of a positive, stable and statistically significant relationship between the human capital accumulated in the regions and the intensity of investment processes is shown. A negative relationship between the density of employment and the volume of investment in fixed assets of the Russian regions was also revealed.

Abstract
The article reveals the essence of state regulation of the pension system of the Russian Federation. It justifies the need for the state to pursue a social policy as the implementation of a function to combat social risks in modern society, in particular with the risk of old age. In the course of the study, key features and methods of state influence on pension legal relationships at each of the three levels of the Russian pension system were identified, and problems in the implementation of its state regulation, which includes the formation of a legislative base, control and supervision and distribution functions, were shown. The difficulty lies in the fact that state regulation of the pension system is carried out in conditions of limited financial resources, which leads to halfness of the decisions, adoption of populist measures and contradictions between current and long-term tasks. However, there is no alternative to state regulation, since only state regulation is able to balance the interests of all participants in the pension system.

Abstract
One of the possible ways to boost the economy of the constituent entities of the Russian Federation is to develop entrepreneurial activity. Economic theory confirms this by defining one of the factors of successful production - entrepreneurial ability. Therefore, in order to stimulate production (the basis for the development of the country's economy), it is necessary to develop mechanisms to support investment business activity. There are various ways to stimulate investment activity, including regional leverage to support entrepreneurship. Since 2012, an investment standard (IS) has been introduced in the regions of Russia, which includes 15 mandatory requirements. The promotion of entrepreneurship is among these requirements. Already there are first results of IS implementation in some regions. The article considers aspects related to the directions of entrepreneurship development in the regions of Russia. As well as the main indicators of the economies of the regions that were the first to introduce IS. The results that demonstrate the analyzed regions are mixed.

Abstract
This article discusses the organizational and economic problems of the functioning of public transport in the city of Novosibirsk using the example of the Municipal treasury enterprise ‘Passenger Motor Transport Enterprise No. 4’. The main objective of the study is to find ways to solve problems which arise at this enterprise and which are common for urban passenger transport in a large city. The article analyzes the results of the enterprise, as well as the transport situation in Novosibirsk. The growth of the private car fleet significantly worsened the state of the urban environment in most cities of Russia and created a number of difficult to solve problems. Based on the study of solutions to similar problems in other cities and countries, the conclusion is drawn about the need for the accelerated development of urban passenger transport in comparison with other modes of transport. The search for effective ways to influence the behavior of transport users will make it possible to create a ‘healthy city’ that forms the necessary safety and quality of life for citizens.

Abstract
The world economic crisis of 2009, subsequent events of economic stagnation and overcoming the crisis of European countries, America and Russia showed that even stably carrying out scientific, technical and economic progressive development of the country fall into a wave crisis process. This process is primarily associated with production and consumption. In Russia, it was aggravated by a deep severance of economic ties, for example, due to a power crisis in Ukraine, as well as the adoption of US and EU sanctions. The result of the economic crisis is an increase in poverty in Russia. The article describes the current problems and tools for the implementation of documents adopted by the president and the government of the program-project strategic development of the state for the period up to 2024, which should ensure the socio-economic development of the population and the country, and are also included in the top 5 economies of the world.

Abstract
The article considers the views of representatives of various scientific schools on the problems of taxation. The evolution of scientific views that determine the role of the state in tax matters is shown. The tendency of convergence of scientific theories, scientific and methodological approaches to the implementation of tax policy is noted. The assessment of measures taken in Uzbekistan to improve the tax sphere for their compliance with the criteria of scientific theories of taxation, as well as foreign experience, has been carried out. Based on the results of the study, recommendations were developed on improving the classification of taxes and mandatory payments, as well as improving existing tax instruments.

Abstract
The article considers the issues of ensuring economic security as an integral element of the security of Uzbekistan. Economic security is the main condition for ensuring the stable development of the national economy. Particular attention is paid to the analysis of threats to economic security. A detailed classification of threats to economic security has been carried out and internal and external factors of influence have been identified. The most significant and relevant threats to economic security are such problems as structural deformation of the economy, backwardness of the technological base of most sectors of the country's economy, excessive monopolization of the economy, low investment activity of transport communications. Environmental threats, strengthening of territorial differentiation of the level of economic and social development of the regions are also considered.

Abstract
Food security of the country is the primary task of any state. The quality of life depends on the level of food security of the population. The economic security of a country is directly dependent on external and internal factors. Sustainable development of sectors and subcomplexes of the agro-industrial complex of the country and its regions is a fundamental internal factor in ensuring food security, which affects economic security. In its turn, the country's food security depends on the level and pace of development of agribusiness in the regions. The existing features of the agro-industrial complex in industrial regions set the task of a deeper and more detailed analysis and evaluation of the development of industries and subcomplexes of the agro-industrial complex. In the framework of this study, the state of the agro-industrial complex of the industrial region (on the example of the Kemerovo region) by the main indicators is considered. The necessity of further research of this issue in order to develop recommendations for improving the food supply system of the Kemerovo region is justified.

Abstract
The article analyzes the role and place of taxes on personal income in the formation of the budget system of Russia. Attention is paid to individual elements of the irrationality of the taxation system of personal income. Some problematic aspects in the system of tax deductions are revealed. Measures have been developed to improve the taxation of personal income. The concept of a ‘smooth-step’ progressive taxation of personal incomes is proposed.
