The Effectiveness of Implementing the Region's Strategy Through Project Activities

Abstract
This article proposes a methodology for assessing the effectiveness of regional strategies based on a transaction efficiency index that takes into account project benefits, transaction costs, and the quality of institutional support. The theoretical basis is the concept of a transaction configurator as an element of project management. Testing on a simulated strategy confirmed the applicability of the method. The results demonstrated the importance of reducing transaction costs, adapting the institutional environment, and digitalizing management to improve strategy effectiveness.
