Personnel Shortages in Russian Regions: Barriers and Solutions

Abstract

This article analyzes the persistent shortage of qualified personnel in Russia's regions. The author highlights a paradox: despite significant investments and the creation of numerous innovative facilities, the personnel shortage in the regions remains stagnant. Using a SWOT analysis, it examined the strengths and weaknesses of innovative educational structures, as well as the opportunities and threats associated with their development. The article analyzed key issues (lack of coordination between infrastructure facilities, inconsistency in development programs, and youth outflow from the regions). Based on this analysis, the author makes recommendations for overcoming systemic failures and improving the effectiveness of regional personnel policies.
