The journal is a scientific and practical publication designed for a wide audience; it is focused on the heads of government bodies, the general scientific community, teachers, graduate students, undergraduates, university students.

Publishing of the journal is made at sole cost and expense of SIU-RANEPA; the authors of the journal are not charged.

There is a bilingual version (Russian and English) of the "Territory Development" journal at the SIU-RANEPA web-site (https://siu.ranepa.ru/nauka/zhurnal ), where full information about the journal can be found.

The articles in the journal are accepted and published in Russian and English.

Well-known Russian and foreign scientists collaborate with the journal. The editorial board of the "Territory Development" journal includes more than 30 Russian scientists, including full-fledged members of RAS, V.A. Kryukov, V.I. Molodin, member of the Presidium of the Higher Attestation Commission S.M. Drobyshevskiy, as well as established foreign researchers. The members of the editorial board are employees of prestigious academic, scientific and educational Russian and foreign organizations. The "Territory Development" journal is popular amongst authors and has authority in scientific and educational organizations in Russia. Number of authors from other organizations is approximately 60% of the total number of the authors of the journal. The geographical coverage of the authors is also wide enough. Materials of researchers from neighboring countries and beyond are published regularly. Recognition of the journal in the scientific community is growing, as evidenced by the consistently positive dynamics of the impact factor of the publication in the Russian Science Citation Index.

Abstract

The subject of the study is the activity of an enterprise in conditions of economic uncertainty, competition and inflation. Its goal is to develop a method of hyper-long-term planning using a stochastic trend model of sustainable growth. Random fluctuations in the growth rate are often mistakenly recognized as significant ones, suitable for justifying management decisions, which leads to excessive focus on current results. The proposed method allows to implement a preactive approach to management, reducing the role of spontaneous decisions. The horizon of proactive planning is comparable to the life cycle of an enterprise.

Abstract

The article presents the analysis of mechanisms of mutual influence of monetary policy and the financial situation of households in the Russian economy. The study of trends in the differentiation of the financial situation of households in Russia indicates a significant level of inequality, which is important to be taken into account when analyzing the effects of monetary policy and determining the conditions for the effective operation of the transmission mechanism of monetary policy. Reducing inequality in the Russian economy will further improve the operation of the transmission mechanism of monetary policy.

Abstract

The article is devoted to the analysis of the activity of citizens in the official communities of municipalities of Sverdlovsk region in the social network VKontakte. The study examines the effectiveness of official public administration management with an emphasis on interaction between local governments and the public; various aspects are considered (the level of users’ engagement, information dissemination, feedback from community subscribers). The results of the study allow us to identify the key factors contributing to successful communication in social networks. In addition, the author offers recommendations for optimizing the content management strategy of official publications in order to increase civic engagement and users’ participation in the discussion (resolution) of municipal issues.

Abstract

Current regional development strategies are based on the principles of sustainable development and are designed to ensure social and economic well-being in an ecologically balanced environment. The environmental component of this triad is the basis of the environmental policy of the regions, which is implemented through solving the tasks outlined in environmental programs. 

The main cause of the low effectiveness of these programs is the use of indicators/indices that do not allow for a realistic assessment of the effectiveness of solving the set tasks. A typical example of this problem is the use of the indicator “conservation of landscape diversity” in programs. Due to the poor methodological elaboration, it is used by analogy with the indicator “conservation of biodiversity”, the quantitative indicator of which is an increase in the share of specially protected natural areas.

The purpose of this work is to reveal the essence and structure of landscape diversity as an indicator of spatial changes in the context of management decisions to preserve the diversity of natural complexes on the territory. The content of the indicator “conservation of landscape diversity” is presented and the stages of its realization are outlined. The most difficult stage of landscape cartographic analysis is considered on the example of the territory of two large natural objects of the Khabarovsk Territory: Northern Sikhote-Alin and the Central Amur lowland. The content of the stage reflects the sequence of identifying key landscape territories — natural standards (typical, relict, unique, highly vulnerable geosystems) of Khabarovsk Territory, which are subject to protection and defense in the legal status. They stand out from the totality of ecologically significant landscapes that perform environment-forming functions at the regional level (in the territory of Northern Sikhote-Alin they occupy 50.8% of the area, in the Central Amur lowland — 37.9%). The allocation of the actual key territories should take place in the future with a deeper study of the contours of the identified geosystems. Their areas are also determined by the representation of natural complexes in the landscape structure at the national and regional levels, based on the possible application of a set of use regimes. The solution of these issues will expand theoretical knowledge on the formation of regional environmental policy and enrich the practice of monitoring spatial transformations under the influence of anthropogenic loads, which is required due to the limited number of works in this field.

Abstract

The article presents the age limits of the category “youth” based on the statistical accounting of crimes in Russia. The portal of legal statistics and the website of the Prosecutor General's Office of the Russian Federation are used as the main data sources. The study analyzed and established a strong relationship between the series of dynamics of the proportion of unemployed youth and the proportion of criminals aged 15-24 in Russia for the period 2010-2022; a typology of the regions of the Siberian Federal District in 2022 was constructed by the crime rate among students with the allocation of four groups; a linear multiple regression model of the influence of factors on youth crime in Novosibirsk for 2010-2023 was obtained, the autocorrelation of the data and the multicollinearity of the analyzed factors being taken into account.

Abstract

The article is devoted to the information analysis of the problems of hunting resource management. The databases of scientific and technical information Lens, Science Direct and eLibrary were used for the analysis. General trends have been identified and the main problems of hunting activity have been determined. Despite the long-term positive dynamics of costs and profits, there is a tendency for the industry to become chronically unprofitable. A comparison of existing information systems on the market is carried out, their functional characteristics and applicability in regional management systems of hunting activities are compared. The problems of integrating existing regional solutions with the federal “Okhota” system, which provides for interconnections with other government information systems on a single cloud-based digital GOSTECH platform, are considered.

Abstract

Digital transformation is increasingly becoming not just some support, but a part of strategic management of an enterprise. The accumulated potential of information technology, which created the conditions for the onset and development of the current technological cycle, according to the law of dialectics on the transition from quantitative to qualitative changes, has changed not only the capabilities of the production circuit, but also the nature and speed of changes in consumer preferences, making the same advanced technologies available to a wide range of users in the form of components and services that do not require the use of special skills. As a result, the current business environment is characterized by permanent variability (including changing preferences of a diverse consumer environment), increasing competition, and shortening the life cycle of products. Under these conditions, traditional approaches to managing digital transformation (and in fact, in some cases, enterprise development) are losing their relevance due to their insensitivity to the nature and speed of changes in the business environment, to changes in technology, and to changing patterns of consumer behavior. New modern approaches to management are emerging. They are characterized by a large amount of computational operations and regulated work that can be automated. In these conditions, the tasks of building an information management system for modern digital transformation are becoming increasingly relevant.

The scientific novelty of the proposed study is to identify options for automating the digital transformation management system, allowing for timely and prompt response to changes in the business environment and predicting their consequences. The practical value lies in the ability to promptly take into account the impact of changes in the business environment on the effectiveness of the product line (and hence the overall effectiveness of a commercial company), flexibly and promptly adjust its development as part of the implementation of digital transformation with a forecast for evaluating the effectiveness of such actions.
