INFORMATION SYSTEMS AND PROCESSES
Сurrently, there is an urgent need for the development of modern digital ecosystems of transport and logistics services for agricultural enterprises in the context of the transition to the digital economy and digital logistics, as evidenced by the departmental project “Digital Agriculture”. The paper substantiates the concepts of organization and interaction of subjects of the digital platform “Transport and Logistics” in the ecosystems of transport and logistics services of business structures of the agro-industrial complex in the territorial context.
The horticultural industry is significantly influenced by climatic factors which cannot be accurately predicted. The purpose of this study is to substantiate the breed and variety composition of plantings that provide maximum profit, taking into account the attractiveness of the variety and the influence of weather conditions on the results of management. Using the methods of game theory, analysis and comparison, a game-theoretic model of the breed and varietal composition of fruit plantations has been developed. Based on the processed material and calculated indicators, the composition of groups of varieties of seed and stone crops for the enterprise is proposed. The results show that the use of a game-theoretic model is effective for the development and selection of the best production solutions under conditions of uncertainty.
ECONOMIC RESEARCH
The models of interregional trade under monopolistic competition of producers are studied. The situations of market equilibrium and social optimality are considered. it is shown: (1) in a situation of symmetrical market equilibrium, the elasticities of production costs are a convex combination of elasticities of revenue from individual consumption; (2) in a situation of symmetrical social optimality, the elasticities of production costs are a convex combination of elasticities of elementary utilities from individual consumption.
The main condition for the effective function of regional authorities is their financial independence and sustainability. This problem is especially relevant for the regions of the Asian part of the Russian Federation. The order of budget and tax regulation is currently highly centralized in Russia, the share of inter-budget transfers in the structure of regional revenues is quite high, especially this is typical for the regions of the Asian part of the country. The purpose of the study is to analyze and evaluate the results of transfer transfers to the budgets of the regions of the Russian Federation in general and the budgets of the subjects of the Federation of the Asian part of Russia in particular with the help of economic and statistical apparatus. For this purpose the structure of regional budgets revenues was assessed, the analysis of indicators of heterogeneity of revenues of the subjects of the Russian Federation before and after the allocation of federal transfers was carried out, the features of distribution of regions by the value of revenues before and after they received gratuitous transfers were revealed, a quantitative assessment of the level of differentiation in revenues of regional budgets was given by calculating the Gini index and the coefficient of funds. It is noted that measures are necessary to prevent direct correlation between actual and projected revenues of regional budgets and the amount of transfers received by them from the federal budget.
The purpose of this work is to evaluate human capital and its efficiency based on the indicators of average and marginal productivity in the regions of Russia. The assessment of human capital was made by taking into account the presence of digital competencies necessary for the modern economy. The average productivity of human capital is defined as the ratio of the gross regional product per employee to the indicator of human capital. The marginal productivity of human capital is defined as the ratio of the relative change in the gross regional product per employee to the absolute change in human capital. Based on these results, the regional differentiation of the efficiency of the utilisation of human capital is characterized and recommendations for its reduction are proposed.
STATE AND CIVIL SOCIETY, IDEOLOGY AND POLITICS
The subject of the study is the state of youth patriotic organizations in the Novosibirsk and Kemerovo regions. The paper considers various types of existing patriotic organizations, their organizational and legal forms, main activities, goals and objectives, types of implemented activities. The analysis of the current state of the patriotic movement in these subjects of the Russian Federation is given, the general characteristics and regional peculiarities in the system and structure of patriotic education are revealed.
The purpose of this article was to analyze women's employment in Soviet and then modern Russia. This analysis is necessary to assess the completeness of the use of women's human capital in labor activity, which, in turn, may become one of the bases for assessing the position of women in the co-modern Russian society. The sources of information for the analysis were official statistical data, and articles from Soviet central newspapers (“Pravda”, “Izvestiya”, “Komsomolskaya Pravda”, “Trud”), in which the state policy towards women workers was followed from ideological positions. The research emphasis was placed both on some socio-cultural features of Soviet and then Russian society, which determine the employment of women, and on its economic component. As a result of the analysis, it is concluded that there is persistent gender discrimination in the labor sphere, leading to the “underutilization” of women's human capital.
PROBLEMS OF ECONOMIC DEVELOPMENT AND MANAGEMENT
Using actuarial methods on the basis of official statistical data for Russia and Rostov Oblast, the paper estimates the amount of net premium that must be paid to receive a pension corresponding to the average size, and the amount of potential pension that can be expected if the net premiums equal the contributions paid to the Pension Fund of Russia. An actuarial estimate was made for men and women living in urban and rural areas, without considering the settlement aspect. It is shown that voluntary pension insurance programs are a more promising way of accumulating future pensions for individuals starting their labor activity early than compulsory pension insurance. The necessity of using regional tables of mortality and life expectancy when introducing voluntary pension insurance programs has been substantiated.
The article presents the actual problem of underestimating the risk of losing the reputation of participants in investment projects. The place and role of reputational risk, which it plays in influencing the success of an investment project from the point of view of credit institutions and their clients as participants in investment processes, are determined. The authors consider methodological aspects of assessing the reputational risk of an organization as a result of non-compliance with Federal Law No. 115-FL "On Countering the legalization (laundering) of proceeds from crime and the financing of terrorism", non-fulfillment of contractual obligations by project participants, which entailed judicial and other consequences. The use of the author's scheme in the form of a wheel of balance of interests in the management of investment processes is proposed.
