Abstract
The article examines the theoretical and methodological bases of strategic planning based on a targeted-programme approach, both at the level of the State as a whole and at the level of individual territories. The paper provides a brief overview of the degree of awareness of this problem. As an object of study, the article adopted the municipal entity ‘City of Ulan-Ude’ of the Republic of Buryatia. The authors give a general description of social and economic development, as well as an analysis of the implementation of municipal programs as a tool for programme-specific planning and management of territorial development. The work examined the mechanisms and tools for implementing the strategy for the socio-economic development of the city of Ulan-Ude until 2035 as the basis for strategic management of the urban district development. The purpose of the research is to study and analyze the effectiveness of the targeted-programme method of planning and management in the municipality. The main results of the research are the improvement of the planning methods of municipal programs and projects by allocating an operating and project part in the management.

Abstract
Recently in the Russian market appeared a new financial tool - individual investment account (IIA). Its main purpose is to increase the participation of the economically active population in the IIA. The main idea of the scientific article is to identify the main obstacles to the development of IIA in the Khakassia Republic and determine the most significant factors affecting the development of this financial instrument. In this connection, this article identifies the main problems, supported by a factual justification, preventing citizens from being involved in transactions with this instrument. A correlation-regression analysis of socio-economic factors was carried out on the basis of statistical data in order to determine which of them had the greatest impact on the opening of the IIA in Russia. A link between the development of IIA and the economic security of the region is made.

Abstract
At present, modem society is being formed in the context of global changes. Advances in information technology and telecommunications are transforming every sphere of human activity. The most dynamically developing innovative phenomenon is the ‘digital economy’. The transition to a digital economy is considered one of Russia’s most important national development priorities, as the level of digital substitution determines a country’s international competitiveness. At the same time, the Russian Federation’s entry into a new stage of economic development requires its own scientific solutions and the latest developments. This article discusses the positive aspects of the introduction of digital technologies at the economic and social level. The economic problems and risks posed by the emergence of a new era, the digital age, are investigated. The conclusion highlights the main areas of economic and information security in the digital economy.

Abstract
In the article are formulated the main features of civil society. Among them the most important is the social activity of the citizens. It is characterized as low in modern Russia, which indicates the undeveloped nature of civil society. The reasons for this are analysed from a bio-social perspective. It is shown that for the effective functioning and development of civil society, certain types of energy should prevail in its structure. The biological mechanisms of the appearance of these types in the inertial phase are analyzed. It is concluded that the full functioning of civil society in the modern West was facilitated by the presence of leading Western ethnic groups in this phase and that the energy structure of Russian society is currently radically different from the energy structure of Western societies during the inertial phase. Therefore, the functioning of a full-fledged civil society in Russia seems unlikely in the near future. The forecast is that the formation of a full-fledged civil society in Russia is possible in the second half of this century.

Abstract
In the article are considered questions of modern political processes within the framework of concepts that focus on the formation of individual and collective identity, conscious or unconscious, expressed in concentrated form, correlation themselves to certain social groups on the basis of different criteria. Within the theoretical approaches of F. Fukiyama, J. Gold-stone, and A. Hockshild, the author examines the emotional component of the group identification process and its significance for self-determination. The analysis of empirical data (observations and interviews) collected over the past six years on power coalitions and protest communities in Siberian cities leads to a preliminary conclusion about the formation of a new type of political identity. Its characteristic features are an increased emphasis on individual and collective emotional experiences that take precedence over traditional class, ethnic and territorial demands and goals, a focus on empathy rather than anger, a search for allies by feeling, not the interests. In the coming years, political generations will change by naturally and since the new generation was formed in fundamentally different conditions, got a different socialization than their predecessors, another serious transformation of social and political institutions is possible.

Abstract
Lobbying is essential part of a democratic society and it is impossible to deny its existence in modern Russia. Despite that fact, Russia had not officially recognized the existing phenomenon, and the relations in this area had not been regulated by law. Examine the experience of other countries and comparing it with known manifestations of lobbying in Russia, it is necessary to relate it to known models. This will make it possible to identify the state of development of this institution in our country, avoid the specific errors of the system, predict the possible direction of development and improvement of this mechanism. The study of the phenomenon of the emergence of vested interests, their place in the political system, as well as the concept of ‘lobbyism’ and the mechanisms of its legal regulation led to the conclusion that a model of state corporatism has developed in Russia, and a continental model of the legal regime-regulation of lobbying. Research had revealed the need to improve and establish new institutions for the articulation of group interests, the adoption of a law on lobbying and the establishment of a public register of lobbyists.

Abstract
This article are considered with the peculiarities of managing a medical organization in crisis. A description of the crises inherent in the medical organization are given, and the symptoms indicating that a crisis situation is approaching are identified. The factors that may affect the emergence of the crisis are examined, and measures for reducing costs and increase incomes of the medical organizations are identified. The conditions for taking them into account in the elaboration of the anti-crisis program are proposed.

Abstract
This article examines the problem of relationship between demography and economy and presents statistical data that characterize the demographic processes in Russia since 1997. The population is considered as the labor, the number and structure of which largely determines the economic development of the country. Authors explore the reasons for the low birth rate of the population and the outflow of people from sparsely populated areas and show the dynamics of international migration. It is shown that financial support is needed not only for families with children, but also for those young people who are planning the birth of their first child. It is specified that only state investments, correct and consistent policy can change the current demographic situation.

Abstract
The article analyzes the targeted departmental program ‘Development of archival business in Novosibirsk Region for 2017-2022’ as one of the tools of the program-target method of budget planning in Novosibirsk region. The aim is to determine the level of correlation between the programme and the concept for the development of archival science in the Russian Federation and the draft concept for the development of archival science in the Novosibirsk region. A comparative analysis of the goals and objectives of the concept for the development of archival science in the Russian Federation and the draft concept for the development of archival science in the Novosibirsk region is conducted. In the view of the author, in order to achieve the goals and objectives set out in the normative documents, it is necessary to determine the extent to which they are provided with financial resources, so that the results achieved can be further assessed in terms of cost-effectiveness and quality of change.

Abstract
The technical, operational and organizational-economic problems of the engineering and construction design of the Transcontinental Railway crossing the Bering Strait are under consideration. The particularities of the Russian and North American transport systems are noted and ways of reducing existing contradictions are proposed. Examples of similar large-scale investment transport projects in Europe and Asia are given. The history of the idea and the beginning of the progecting of the transition has more than a century. However, global risks and the challenges of some periods of history are constantly pushing back the start of the project. The paper gives a brief overview of the economic and geographical region of economic gravitation the construction of the Transcontinental crossing between Russian Chukotka and American Alaska. On the Russian side, there is a clear lag in the development of transport and economic infrastructure. The institutional problems of design and construction are noted, without the solution of which the further movement of the project is impossible

Abstract
The article discusses the features of the Arctic zone, its place in the world economy and international relations. The reasons for the intersection of the geopolitical interests of the leading states of the world in this region are revealed. The main directions of scientific and technical cooperation in the development of the Arctic are identified. The role of the Arctic Council in solving the problem of coordinating the interests of various actors in the region is shown. The strategic necessity of the development of the Arctic as a region free of conflicts and rivalry is substantiated. The analysis of the Russian Arctic policy and mechanisms for its implementation. The author substantiates the conclusion that the development of the Russian Arctic zone can become a driving force for the qualitative growth of the national economy, the formation of the country's competitive advantages in the long term, as well as maintaining the global ecological balance and stability.

Abstract
The article discusses the problems of political strengthening of the connection between the West Siberian rear and the front, which was one of the main factors in the victory of the Soviet Union in the Great Patriotic War. The Central Committee of the All-Union Communist Party of Bolsheviks and local party organizations paid great attention to strengthening the connection between the rear and the front, which manifested itself in the direction of hundreds of echelons to the front with uniforms, warm things, food, individual and collective gifts and letters. Exchanges of rear enterprise delegations and military units were important. This contributed to the education of the soldiers of the Red Army and the workers who forged the weapons of Victory, of high moral qualities and spiritual resilience, and to the transformation of the country into a unified combat camp.
