Abstract

Recently, the topic of forecasting the financial insolvency of an organization based on public open data has become quite popular in domestic analytical science and practice. In general, all models are built according to the same principle: a sample of organizations from the bankruptcy register reveals certain dependencies between individual coefficients that must satisfy certain statistical tests. In fact, the researcher makes extensive use only of the mathematical (statistical) apparatus, not attaching importance to the logic and economic meaning of the represented ratios. Without at all belittling the role of mathematical tools in research of this kind, we note that any model should have a certain economic core that describes the logic and the nature of the influence of the proposed factors on the final result. The article is devoted to testing the most popular forecasting models at enterprises of the real sector in order to study the possibility of using these models in economic practice.

Abstract

The purpose of the article is to show the limitations and denote the heuristic potential of F. Knight’s methodological ideas concerning the philosophical and methodological underpinnings of economic science, the human model in economics and the concept of the social ideal. In our view, the main paradox of the methodology of F. Knight is associated with the understanding of human behavior and the search for a balance of the basic contradictions of science, philosophy and life itself in the context of these reflections: abstract and concrete, objective and subjective, certainty and uncertainty. It is difficult for one person to complete such a search, but in the process it is possible to open up prospects for new answers and new “horizons of questioning”.

Abstract

The article discusses the concept of corporate social иresponsibility in the modern economy. The tools for implementing the social responsibility of companies are considered as forming their competitive advantages. The motives that encourage participants of modern economic relations to socially responsible behavior are determined. The role of the UN Global Compact as a driver of companies' activities in modern times is noted. The specificity of initiatives in the field of corporate social responsibility in modern Russia is characterized. The possible prospects for the development of this aspect of economic activity in modern Russia are revealed.

Abstract

The Kyrgyz Republic (KR) is a post-Soviet state in which in 2005, 2010 and 2020 there have been power grabs, interpreted by most experts as “color revolutions”. The author does not fully agree with this statement, so his goal is to demonstrate the possibilities of a political-anthropological approach in explaining this phenomenon. The author considers that the decisive factor in the political processes in the Kyrgyz Republic is the preservation of structures, norms, values, types of political behaviour of the nomadic civilization based on a raiding economy. Being part of the Russian Empire and the USSR stopped raiding as the main source of well-being and led to the transition to modern sedentary forms of economy and political institutions. But during the period of the republic's sovereignization, the nomadic substratum was transformed into political “raids”, including not only the mandatory “capture” of the White House and the seizure of key official positions, the arrests of oppositionists, but also “raids” on economic objects of foreign investors. The political “raid” on power, committed in October 2020, demonstrates, from the author's point of view, the growing process of archaization of socio-political life. This is evidenced by: the first person of the State has no idea of the principles of the separation of powers; the replacement of the principle of “rule of law” with the principle of “rule of people's power”; the inclusion of the institution of the People’s Kurultai in the political system of the Kyrgyz Republic at the constitutional level; the transformation of the parliament into a political “slave”; the implementation of personnel policy based on the principle of reciprocity; indulgence of Islamization; flirting with multi-vectorial; constitutional downgrading of the status of the Russian language. The conclusions, based on the political-anthropological approach, are clear: a new change of power is on the horizon. The future development of the State will be determined from some factors: what principles it will take, into which model of integration the stereotypes and institutions of the nomadic civilization will fit, and what will happen if their inclusion is not possible.

Abstract

The issue of intergenerational interaction is increasingly on the agenda of discussion and has become a topical subject of various kinds of research. The problem of “fathers” and “children” remains topical throughout the whole history of mankind, but the ever more acute generational rift between “boomers” and “millennials” requires a comprehensive, deep understanding. In this article the author makes a comparative analysis of generations of “boomers” and “millennials”. The historical context of the birth and the process of socialization of the compared generations is comprehended. On the basis of anthropological and sociological approaches to the analysis of generations, demographic differences are presented, differences in life strategies and values are analyzed, attention is focused on differentiation in the consumption of news content, attitude to digitalization. Differences in political attitudes and behaviour are analysed separately.

Abstract

The article is devoted to the improvement of the regional personnel policy in the implementation of the national project “Culture” (2019—2024). The region studied in the article is the Tomsk region. The paper presents the main cultural and leisure and cultural and educational institutions of the region. Passports of regional projects “Cultural environment”, “Creative people”, “Digital culture” were analyzed. The article considers the target indicators, the achievement of which provides for the formation of an effective personnel policy in the field of culture of the Tomsk region; the indicators of the implementation of the plan are presented. The article describes the staffing availability of the cultural sphere in the Tomsk region, identifies the main personnel problems in the field of culture. The analysis is accompanied by statistical data of the Department of Culture of the Tomsk region. On the basis of the results of the research conclusions and recommendations for the development of regional personnel policy in the implementation of the national project “Culture” were made.

Abstract

The spatial nature of innovation activity in the modern USA is determined by the urban orientation of the territorial forms of this activity and depends on the complex impact of both regional factors and effects arising in transregional systems, which are defined by the author as innovative systems of agglomerations in United States and are the central object of this study. Comprehensive comparative analysis of territorial differences in terms of indicators and integrated index of regional development of the United States innovation systems and innovation systems of agglomerations within the country’s metropolitan statistical areas in 2001—2020 revealed the spatial heterogeneity of centre-peripheral innovation. The impact of the factors that caused the innovative development of the territories of the United States, based on the universal influence of three effects of urban-oriented placement of elements and processes of innovation activity, the most important of which are, respectively, innovative companies and the associated flow of knowledge and technologies, is empirically confirmed.

Abstract

The article presents general trends in the development of rural territories in Russia and justifies the need for a differentiated approach to the management of rural development at the level of the constituent entities of the Russian Federation and municipal areas. The author's typology of rural territories of the Russian Federation by municipal districts is considered, including the following types: economically developed rural areas, suburban rural areas and local centers of attraction of the population, areas of traditional agriculture, underdeveloped rural areas, crisis rural areas. More subtle classification methods - cluster analysis methods — were used in the development of the typology at the region level. The implementation of hierarchical cluster analysis and the K-means method based on the data of rural municipal districts of the Republic of Buryatia made it possible to determine the number and composition of clusters for the region under consideration. On the basis of a meaningful interpretation of the results of the cluster analysis, the types of rural territories of the Republic of Buryatia are identified: suburban rural areas, industrial areas, areas of traditional agriculture, underdeveloped areas, northern areas. In conclusion, recommendations for define priorities for economic incentives for each type of rural area of the Republic of Buryatia were made.

Abstract

More than half of the territory of Yakutia is part of the land territories of the Arctic Zone of Russia. The main limiting factor of development is the extremely insufficient development of the basic transport infrastructure — the lack of railways and the shortage of paved roads. In accordance with the Strategy for the Development of the Arctic Zone of the Russian Federation and ensuring National security for the period up to 2035, a comprehensive development of the territory of the Republic of Sakha (Yakutia) is envisaged, taking into account the development of mineral resource centers and transport infrastructure. In the future, the Northern Sea Route will become the basis of the transport infrastructure of the Russian Arctic. The formation of demanded international transport corridor on the basis of this project will open up unique opportunities for the development of the Arctic regions of the Republic of Sakha (Yakutia). In order to form a modern port infrastructure as part of the Northern Sea Route and inland waterways, the Government of the Republic of Sakha (Yakutia) has started developing an investment project “Construction of the deep-water port of Naiba”. The purpose of this study is to examine the feasibility and provide justification for the construction of the port.
