Abstract

Accelerated development of eastern regions is one of the priorities of regional management. It is due to the significant role of Siberia as a “storehouse” of natural resources and a “centre” interconnecting the West, the East and the South of Eurasia. In order to improve the spatial development of Siberia, the South Siberian and Angara-Yenisei macroregions have been formed in the Siberian Federal District to ensure accelerated development of its territories. Interregional integration of macroregions, the main directions of which are interregional production clusters, joint investment projects, interregional associations, is proposed as a mechanism enabling the realization of the goals set. The novelty of the study is the comparison of economic potentials of macroregions and the substantiation of regional management tools for their interregional integration. The results of the study prove the effectiveness of the mechanism of interregional integration at the level of macroregions.

Abstract

The article is devoted to the study of the influence of universities on the development of regions. The object of the study is the participants of the project “Research Universities” in the Siberian Federal District and the corresponding regions. The study uses correlation analysis of university monitoring data for 2012-2021 and regional development indicators    for 2010-2021. The analysis showed a positive impact of the quality of admission to research universities on the population and innovation development in the long term, the interconnection between GRP and innovation activity and the research work of universities. The study confirmed the hypothesis about the influence of research universities on the development of regions

Abstract

The article is based on the study of the peculiarities of the development of higher education system in Russian regions in the period from 2002 to 2020. The article analyses the state instruments of transformation of the higher education system, which influence the formation of educational potential of the young population of the region. The analysis of the distribution of the number of students of higher education between the regions of Russia has shown spatial disproportions in the young generation’s higher professional education coverage, and the presence of a flagship university on the territory of the region provides the growth of the accumulation of educational potential.

Abstract

Modern digital transformation is a tool of strategic management and is designed to manage the complex modernisation of the enterprise in order to preserve and improve its competitiveness in a permanently changing business environment. At the same time, there is no end-to-end automation of production processes of planning and implementation of digital transformation, taking into account the impact of business environment variability, its monitoring and reaction to such changes. Approaches to digital transformation management lose their relevance, fail to keep up with changes in the business environment, do not take into account current trends, and new approaches require significant computational costs. These circum-stances make the task of digitalisation of the digital transformation management process in modern conditions urgent. The purpose of this study is to attempt to formulate the functional architecture of the information system of digital transformation management. The subject of the study is the process of digitalisation of digital transformation management of commercial enterprises. The study provides a brief analysis of modern approaches to the automation of digital transformation, substantiates the relevance of digitalisation of its management processes, defines the methods on the basis of which it should function, as well as the boundaries of its application, proposes a functional architecture and options for its implementation. The theoretical basis of the research consists of the works of domestic and foreign scientists, organisations in the subject area. The methodological basis of the research includes methods of system analysis and synthesis, economic-mathematical and organisational-economic modelling, optimal management, decision-making in conditions of uncertainty, expert evaluation of alter natives and other. Scientific novelty of the research consists in the definition of new principles of automation of management and implementation of digital transformation, which allow to respond to changes in the business environment, to predict their consequences timely and promptly. Practical value consists in the possibility of applying these principles in the implementation of digital transformation for the rapid recording and evaluation of changes in the external business environment, forecasting the consequences of such changes, comparing different trajectories of digital transformation (taking into account the prognosis), selecting the best option, improving the efficiency of digital transformation and, consequently, the overall efficiency of the business.

Abstract

The demographic vector is one of the topical directions of China's regional policy implemented in the territory of the north-eastern Jilin province bordering Russia. The purpose of the article is to consider the Chinese experience in the formation and implementation of regional demographic policy in Jilin province in the conditions of population decline and ageing of the population in the north-eastern border territories of the PRC. The statistical method of research provided an opportunity to characterise the current indicators of the population of the province, the system method allowed to consider the features of formation and implementation of the management system of long-term balanced demographic development of Jilin province.

Abstract

This article is of scientific and theoretical nature and is devoted to the consideration of the channels for recruiting youth into the political elites of modern Russian society. The paper analyses the notion of elite recruitment, presents the main aspects of the theory of political elites, and identifies promising areas of research that provide an opportunity for a comparative study of the channels for recruiting youth into power that are universal for a number of countries, as well as the channels  that are specific to the Russian society. The material for the analysis is scientific articles by a number of researchers studying power groups.

Abstract

The market mechanism of self-regulation implies the aspiration of supply and demand to balance. The regional labor market is not an exception. Equilibrium reflects only the quantitative ratio of supply and demand. The qualitative aspect of labor market equilibrium establishes the compliance of professional and qualification qualities of a worker with the requirements of the position. Since the labor market is a complex system of relations, the object-oriented decomposition is used for its study, it allows to divide the system, choosing as the criterion the belonging of its elements to different abstractions of the field.

Abstract

Russian legislation defines balanced spatial development of the country as a state task, the realization of which is connected, among other things, with energy balance of Russian regions. There is a significant interregional differentiation in the level of energy supply with energy assets in Russia, which, in turn, is associated with the internal energy imbalance of the regions. The purpose of the study is to analyze the energy dependence and energy supply of regions, which create regional problems in the field of energy development of territories; to identify possible ways to overcome the abovementioned problems by means of strategic decision-making on the part of public authorities
